GPI was selected by NJDOT’s Bureau of Safety, Bicycle, and Pedestrian Programs to lead New Jersey’s 2020 SHSP update. The SHSP is a federally required five-year strategic plan to reduce fatalities and serious injuries on all public roads in New Jersey. The NJ 2020 SHSP update increased focus on stakeholder engagement, local road safety, and implementation and was required on an accelerated schedule of less than one year.
GPI developed an organizational structure to support the development of the plan. This structure included an Executive Committee, chaired by the Commissioner of Transportation, a Steering Committee made up of a broad group of safety stakeholders, and seven Emphasis Area Teams to develop and implement strategies for specific areas of focus. A Core Working Group of NJDOT, NJDHTS and FHWA was created to provide guidance at key junctures. Three statewide Safety Summits were held with stakeholders to gather input on Emphasis Areas and Safety Strategies. Each Safety Summit was attended by nearly 200 people. Two Safety Summits were held in person at The College of New Jersey and one was held virtually due to the COVID-19 pandemic. GPI compiled and analyzed crash data from the Fatality Analysis Reporting System as well as the NJDOT Crash Records Database to determine the Emphasis Areas for the 2020 SHSP. GPI developed the schedule for the development of the plan, including meetings with the various committees, teams, as well as the Safety Summits. GPI developed agendas and presentations for each meeting, facilitated the meetings and Summits, and made presentations. GPI developed action plans in coordination with all stakeholders and prepared a final report. The development of the SHSP update was completed on time even with the emergence of the COVID-19 pandemic.
