Village of Springville Wastewater Treatment Plant

The village’s aging wastewater treatment plant, with a capacity of 1.15 million gallons per day, faced compliance issues leading to a consent order from the New York State Department of Environmental Conservation. The violations were primarily related to sewer system overflow, involving monthly exceedances in permitted flow rate, total suspended solids (TSS) loading, Biochemical Oxygen Demand (BOD) loading, and insufficient BOD and TSS percent removal. To address these issues, the village was required to undertake a capital improvement project for enhancements to the Village sewer system. The project included monitoring, repair, remediation, and reconstruction activities per the terms of the consent order.

GPI prepared a comprehensive design report outlining the village’s capital improvements, covering all initial tasks, necessary equipment, materials, apparatus, site work, and related improvements, along with associated costs. The design aimed to enhance solids removal, address effluent violations, and improve phosphorus removal by incorporating added secondary clarifiers. It also involved installing a modern grit removal system to enhance grit capture, thereby reducing solids loading on the primary clarifiers. Due to space limitations at the treatment plant site, an extensive constructibility review was conducted, leading to the design of the clarifier in the location of an existing chlorine contact tank. This placement required the use of sheet piling during construction. The project scope encompassed engineering design, permitting and bidding, geotechnical test borings and evaluation, construction administration, and inspection for upgrades to the wastewater treatment facility.
