The Susquehanna Economic Development Association Council of Governments (SEDA-COG) is a regional planning and development organization that serves eleven counties in central Pennsylvania, including Columbia County, to enhance the quality of life and economic advantage for residents and businesses.
In 1972, Hurricane Agnes caused severe flooding, particularly in Pennsylvania, with Bloomsburg in Columbia County significantly affected. The convergence of the Susquehanna River and Fishing Creek led to widespread damage, including flooding of schools, homes, and businesses, ultimately impacting the region’s largest employer. Despite various attempts over the years to address the flood risk, progress was limited. Renewed efforts were sparked following the flooding from Tropical Storm Lee in 2011. SEDA-COG, in collaboration with the town, county, state, and local industry, came together to fund and implement the design and construction of a flood protection system.
GPI supplied comprehensive services for the Phase I Flood Risk Management System, safeguarding two key local industries. The project involved various levees, closure structures, pump stations, and utility and road relocations. GPI’s responsibilities included stormwater and flood analysis, design, construction support, and inspection over an eight-year period. Approval was needed from multiple stakeholders, including local utilities, railroads, the town, Pennsylvania Department of Environmental Protection Agency, county conservation district, and the United States Army Corps of Engineers. In Phase II, GPI continued construction inspection services for the addition of 3,900 feet of levee, two closure structures, and three pump stations, enhancing protection for homes, schools, and businesses.
